What is the purpose of the ARC Funding Analysis?
The ARC Funding Analysis has been set up to collect evidence-based data on the costs of providing aged residential care in New Zealand. Once the costs of providing aged residential care are clearly understood, informed decisions can be made on the adequacy of the current and future funding levels for the New Zealand aged care sector. This is important to support the sector in not only being financially sustainable but also investible to attract capital in order to meet the ongoing demands of a rapidly ageing population.
- The New Zealand aged residential care system is segmented into four funding streams of care services categorised as rest home care, hospital care, dementia care and psychogeriatric care
- The core focus of the ARC Funding Analysis is to assess the adequacy of each funding stream and understand the costs of delivering care services across these four streams of care
- The ARC Funding Analysis has been designed based on proven Aged Care Reporting methodology used in the Australian Aged Care sector to analyse the costs and funding under each service category by the core activities required to deliver aged residential care services
- StewartBrown will provide aged residential care benchmarking analysis to participants so they can compare their financial performance, revenues and costs against deidentified sector benchmark comparators

What information is required to participate?
- Financial data - this helps us to understand operator funding and costs. This will come from your general ledger, financial and management reporting systems
- Payroll data - aged residential care is people focused and staff costs is the largest operational cost for delivering aged care. Analysis of your payroll data is required, including both financial and worked hours data by employee categories across care services and the activities of direct care, everyday living, accommodation and administration. This is important to understand the costs at care level and activity
- Occupied bed day data - is required to convert financial and hours data into a resident per bed day benchmark comparator
- Resident demographic data - to understand resident age and tenure
Why participate?
The ACA require independent evidence-based data in order to to have a compelling and constructive national funding discussion with Te Whatu Ora and Ministers on the central issue that aged residential care cannot be financially sustainable, let alone investable, unless funding reflects the real cost of care required under the ARRC Agreement.
